A wet floor in a West Hills house: where the water usually comes from
West Hills is a residential neighborhood in the western San Fernando Valley, and nearly every home in ZIP 91307 is a single-family house. That shapes the damage. One water heater, one washing machine hose or one cracked supply line serves the whole house, so when something fails the water has a whole slab or floor to spread across.
Most calls we dispatch here start with a failed appliance line, a leaking water heater, a toilet supply or a roof that let rain through. For the first two days the fix is the same: stop the source, remove standing water and start drying. Our water mitigation service is built around that window.
If your West Hills home is damp or wet, ZIP 91307 gets the same 24/7 response as the rest of our area, and the same advice: do not wait to see if it dries on its own. Wet drywall and carpet pad can start to go bad within a day or two.
Emergency water in the house right now: start at the LADWP meter
West Hills sits inside the City of Los Angeles, so your water comes from LADWP and the shutoff sits at the meter near the curb. Use the cards below while you wait for a crew.
Shut the water at the meter
Find the LADWP meter box at the front of the lot. Turn the valve a quarter turn until it is crosswise to the pipe. A stuck valve is a reason to call LADWP, not to force it with a wrench.
Power off wet areas only if safe
Breakers for wet rooms can go off, but only from a dry stance at a dry panel. If the garage panel sits above a wet floor, stay out and call 911.
Move valuables and furniture
Lift rugs, electronics, photos and paperwork onto beds and counters. Slide sofa legs onto foil or blocks so wood does not stain.
Keep people and pets away
Water from a dishwasher, toilet or sewer line is contaminated. Keep children and pets out, and wash your hands after touching anything wet.
Call the 24/7 line
Give your cross streets, say whether the water is clean or from a drain, and tell us if your gate or driveway needs a code.

Call (818) 337-2642City of LA water, sewer and permits: who handles what
West Hills is a City of Los Angeles neighborhood, which makes the paperwork different from unincorporated canyon communities or Calabasas itself. LADWP is the water utility. LA Sanitation handles the city sewer system, so a backup from the street main is a call to them as well as to us. Repair permits come from LADBS, the city's building and safety department.
Keep those three names handy. A restoration crew dries, removes and rebuilds, and your plumber fixes the pipe. Permits, meter issues and sewer mains sit with the city.
If you are replacing drywall, flooring or fixtures after a loss, ask your contractor whether LADBS needs to be involved. Our water damage repair page explains what rebuilding involves once the structure is dry.
Where West Hills starts and ends: neighborhood council boundaries
The West Hills Neighborhood Council lists its boundaries as Nordhoff Street to the north, the Los Angeles city limit to the west, Victory Boulevard to the south and Shoup Avenue, Roscoe Boulevard and Topanga Canyon Boulevard to the east. Use those streets to describe your location when you call, and we can tell quickly whether you are inside our West Hills coverage.
The Simi Hills form the natural edge on the south and west, with the valley floor elsewhere. A hillside lot and a flat lot drain differently, so tell dispatch which one you are on.
Bell Creek and Dayton Creek: channelized headwaters
Bell Creek and Dayton Creek rise in this area and are the headwaters of the Los Angeles River. Many of the channels are concrete lined. That keeps most stream flow out of yards, but it does not help with a clogged gutter, a failed sump pump or a patio that slopes toward the house.
If rain pools against a wall or runs under a door, our flood damage restoration service handles storm water, including contaminated Category 2 and 3 water. Standing water is pumped out first through emergency water removal. Flood is usually excluded from homeowners policies, so check your policy and ask your insurer.
ZIP 91307 reaches outside the City: confirm your jurisdiction
ZIP 91307 is the West Hills ZIP, but it also covers Bell Canyon, a gated private community that lies in Ventura County, beyond the City of LA. We mention it only so you know the code is not purely LADWP and LADBS territory. If your address is in Bell Canyon, confirm which agency handles your water and permits before you start repairs.
Some West Hills addresses also use Canoga Park as the mailing name. Give us your street and cross streets and we will confirm your area. Callers in the Topanga community should see our Topanga page, because that is a different place from Topanga Canyon Boulevard at the neighborhood's eastern edge.
Woolsey Fire evacuation in November 2018
LAFD ordered mandatory evacuation of all homes in the West Hills area on November 9, 2018, from the area west of Valley Circle Boulevard, north to Roscoe and south to Vanowen. The order was lifted November 12. LAFD reported it was not aware of any homes seriously damaged within the City.
Many residents left homes closed up for days. If you were away for any stretch, look around the water heater, inside sink cabinets and the laundry corner when you return, because a slow leak can soak a floor unseen.
Local landmarks we use to find your house
Dispatch works by landmark. UCLA West Valley Medical Center at 7300 Medical Center Drive was formerly known as West Hills Hospital and Medical Center, and some neighbors still use the old name. El Escorpion Park sits at the west end of Vanowen Street, and Orcutt Ranch and Shadow Ranch Park are recognized historic landmarks of the city.
George Platt bought the land in 1912 and started a dairy, and the area was renamed West Hills in 1987. If you are near the Valley Circle corridor or Roscoe, mention it and we will route accordingly.
Serving West Hills from Calabasas
West Hills sits in the western San Fernando Valley, bounded by Nordhoff, Victory and Roscoe. Call the emergency line and tell us your cross streets.
Frequently asked questions
Do you cover every ZIP code in West Hills?
West Hills uses ZIP 91307, which runs from the Simi Hills edge near El Escorpion Park across the single-family streets toward Roscoe Boulevard. Some addresses use a Canoga Park mailing name, so give us your cross streets and we will confirm your area. See the jurisdiction section above for the one boundary caveat.
Is emergency water removal available in West Hills?
Yes. The line is answered 24/7, and dispatch looks for a partner crew near West Hills with open capacity. Call for emergency water removal as soon as you see standing water, and shut off the LADWP meter if it is a supply line.
Who do I call if the sewer backs up?
A backup from the street main is a matter for LA Sanitation, while a clog inside your own house is a plumber's job. We extract and sanitize the affected area, and treat the water as contaminated.
Will rebuilding after a leak in West Hills need city approval?
Drying alone usually does not, but rebuilding walls, replacing fixtures or changing electrical and plumbing work may. Ask your contractor and check with LADBS for your address.
What if the LADWP meter valve will not turn?
Do not force it with a wrench, since that can break the stem. Call LADWP for the meter and tell our dispatcher so we can plan for water still running while we work.
